Hartelius, Channing J.

BILL SATTERFIELD is Of Counsel in the Environmental and Natural Resources Practice Group. He has extensive experience in the practice of environmental, natural resources, energy, and public utility law, and he deals with complex legislative and regulatory matters at both federal and state levels.

Since 1977, he has been actively engaged in the practice of environmental permitting, Clean Water Act, Endangered Species Act, natural resources legislation and regulation, plant siting and compliance, stormwater and nonpoint source controls, wetlands permitting and mitigation, interstate water allocation and permitting, coastal zone programs, and ports and waterways issues. He was General Counsel of the Federal Energy Regulatory Commission in Washington, DC, from 1984 to 1986, and he served as Associate and Deputy Solicitor of the U.S. Department of the Interior from 1981 to 1984.

His background includes unusually varied experience in the private sector before his government appointment. From 1977-1981, he was Corporate Attorney for Harbert International, Inc. in Birmingham, preceded by management positions with South Central Bell Telephone Company in Birmingham and Louisville, Kentucky. He is a Colonel (Retired) in the U.S. Army Signal Corps, having served on active duty in Thailand and Viet Nam.

Since 1992, he has served as Counsel to the Alabama-Tombigbee Rivers Coalition, a 34 member organization composed of businesses, trade associations, and state agencies in Alabama and Mississippi, which led the challenge to the Fish and Wildlife Service's proposed listing of the Alabama sturgeon as an endangered species.

Mr. Satterfield has been admitted to practice before the Alabama Supreme Court, the Federal District Court of Alabama, the U.S. Eleventh Circuit Court of Appeals, and the U.S. Supreme Court. He is also Counsel for the National Waterways Conference, Inc., Washington, DC.
