A JARED SILVERMAN's practice concentrates in the areas of corporate, securities, technology and Internet law. His distinguished multidisciplinary career as an attorney, regulator, businessman and technologist gives him the ability to understand the business and legal ramifications of domestic and international business opportunities, particularly those arising from technology.

Mr. Silverman is a leading authority in the fields of securities and technology. He has particular expertise in the emerging area of electronic commerce on the Internet, especially as applied to financial institutions. In addition to writing and lecturing on legal, electronic commerce and capital formation problems related to the Internet, he frequently is interviewed by both the electronic and print media on these subjects. Mr. Silverman is on the Board of Editors of Wallstreetlawyer.com, a publication about securities regulation in the electronic age. He is the co-moderator of the Corporations and Partnership Forum on Counsel Connect, an American Lawyer Media/Times Warner Internet service for lawyers and the current Chair of the ABA Internet Subcommittee of the Intellectual Property Committee on Computer Programs.

Mr. Silverman is the former Chief of the New Jersey Bureau of Securities, the agency charged with regulating the securities industry in New Jersey. In the 3 ½ years he held that position, he modernized the administration and practices of the Bureau while improving the Bureau's reputation among securities regulators and within the securities industry. He was the first regulator to recognize the Internet's potential for both capital formation and securities fraud. His experience was sought out by the North American Securities Administrators Association where he founded and chaired its Internet Committee.

Mr. Silverman entered private practice to provide legal advice to "high tech" start-up companies, having retired from AT&T after a 20-year career spanning assignments as an engineer, systems analyst and senior attorney. While an attorney for AT&T, he was a key member of the legal team that defended the Bell System in the Government antitrust suit and provided post-divestiture antitrust and commercial law counseling.

Mr. Silverman also is the former Assistant Director for Operations Planning at the American Stock Exchange. While at the Exchange, he authored its feasibility study on the creation of an options market and provided project control for its automation programs.

Mr. Silverman holds degrees in both law and engineering. He received both Bachelor of Science (Industrial Engineering) and Master of Science (Operations Research) degrees from Columbia University. He received his Juris Doctor degree from New York Law School and Master of Laws (International Legal Studies) degree from New York University. He is currently an Adjunct Professor of Securities Regulation at Seton Hall University School of Law.

Experience

Private practice: Hannoch Weisman (practice concentrated on securities, corporate and technology law); and Huber Magill Lawrence & Farrell (practice concentrated on representation of public utilities before state agencies and natural gas matters before federal regulatory agencies).

Corporate practice: AT&T (Senior attorney, with practice concentrated on telecommunications and introduction of new products and services and extension of those products and services internationally. Also acquisitions and strategic partnering, commercial and marketing law, and antitrust counseling in all aspects of pre- and post-divestiture business. Key member of the Bell System trial team in U.S. v. AT&T).

Public service: Chief of the New Jersey Bureau of Securities, regulating issuers, brokerage firms, brokers and investment advisors doing business in New Jersey. Responsible for modernizing the administration and practices of the Bureau: led regulators in determining effects of the Internet on the securities industry.

General business: American Stock Exchange (operations planning); Western Electric Company (information systems staff).
