In addition to joining the firm’s litigation department, Heather Jarvis adds her skills in immigration law to Cheney, Brock & Saudek. She has negotiated family- and business/employment-based visa petitions through the US Citizenship and Immigration Services, National Visa Center, and US consulates around the world. She has represented clients in removal proceedings at Immigration Court and helped clients with detention problems navigate Immigration and Customs Enforcement and Customs and Border Patrol. Heather gained valuable perspective in immigration law and international and political programs through two years of close work with former US Ambassador George Bruno. She is particularly interested in areas where immigration concerns intersect other areas of the law, such as family, criminal, and international law. Heather’s litigation practice includes Family Law, Consumer Fraud, Environmental Law, Civil Rights, waste water and other permitting issues, and myriad civil disputes. She also handles appeals before administrative and regulatory agencies on a range of subjects, from Department of Children and Families and school board appeals, to energy and utility matters.

Heather Jarvis is admitted to practice in the Federal and State Courts of Vermont and is a member of the Vermont Bar Association. She graduated from Vermont Law School in 2005, where she earned a J.D., cum laude, and a Master of Studies in Environmental Law, cum laude. She received a B.S., with honors, in International Studies from the University of Wyoming in 1995. At VLS, Heather pioneered the collaborative scholar exchange program with Sun Yat-sen University Law School in Guangzhou, China, when she was selected for collaborative air pollution research and travel under the Lingnan Foundation–VLS Fellowship. Heather served her Vermont licensing clerkship with the general counsel of the Vermont Agency for Natural Resources. Heather has had articles published in the Environmental Law Reporter and the Vermont Law Review.

Heather is an energy efficiency advocate, having worked with a dedicated group to found and direct the nonprofit Hydrogen Now! from 2000-2002, having helped found the VLS Energy Analytics Group, and in 2009-2010 having collected detailed home heating information from more than fifty Randolph, Vermont households for a district heating system feasibility study. Because worldwide development affects us all, Heather supports the nonprofit, Village Earth and in 2008 she attended the 2008 Doha Forum for Democracy, Development, and Free Trade in Doha, Qatar.
