Klesner, Steven

Ross Kirschner is a counsel in the firm’s Regulatory and Government Affairs and Litigation/Controversy Departments, and a member of the Government and Regulatory Litigation and Public Policy and Strategy Practice Groups. He joined the firm in 2010.

Practice

Mr. Kirschner’s practice is primarily focused on representing clients in connection with Congressional and government investigations. He has assisted financial, energy, and education companies with investigations and inquiries conducted by the Senate Committees on Finance; Judiciary; Homeland Security and Governmental Affairs; Energy and Natural Resources; Environment and Public Works; Health, Education, Labor, and Pensions; Select Committee on Ethics; Special Committee on Aging; House Committees on Energy and Commerce; Ethics; and Oversight and Government Reform. In addition to Congressional investigations, he has worked on matters before state legislative committees, foreign parliamentary bodies, the Department of Justice (Criminal and Civil Tax), the Securities and Exchange Commission, the Internal Revenue Service; and state Attorneys General.

Experience

Prior to joining WilmerHale, Mr. Kirschner served as a counsel to the United States Senate Permanent Subcommittee on Investigations (PSI), chaired by Senator Carl Levin. In this role, Mr. Kirschner co-led investigations and hearings into Wall Street and the Financial Crisis: The Role of Investment Banks and Dividend Tax Abuse: How Offshore Entities Dodge Taxes On U.S. Stock Dividends. Mr. Kirschner’s principal duties for PSI related to structured finance and offshore tax matters, and oversight of the Department of Homeland Security.

Prior to attending law school, Mr. Kirschner was a deputy investigator with the PSI, and assisted in the Subcommittee’s report and hearings on The Role of Financial Institutions in Enron’s Collapse and matters relating to anti-money laundering and US securities firms and terrorist financing.

Immediately following law school, Mr. Kirschner was an associate in the antitrust and dispute resolution practice at Dickstein Shapiro in Washington DC. During law school he was a legal intern with the Honorable Daniel T. K. Hurley, United States District Court for the Southern District of Florida.
