Peter is Of Counsel in the firm of Briggs and Morgan, Professional Association. He is based in our St. Paul office and has served formerly as head of the Public Finance Department and a member of the board of directors. He practices principally in the areas of:

  • Public finance
  • Health care finance
  • Tax-exempt finance
  • Privatization of public projects

Peter has concentrated his practice in public finance for over 25 years. He has broad experience in multiple varieties of bond transactions. He drafted much of the current Minnesota state law on public finance and pioneered a number of innovative public financing programs.

His special areas of concentration include public financing of publicly owned infrastructure projects and private development (conduit, tax increment); economic development agreements; privatized public purpose projects (e.g., solid waste recovery projects and sludge handling facilities); and legislative drafting in connection with public finance (retained by the Minnesota Legislature in conjunction with legislation authorizing public financing of airport and other aviation facility for Northwest Airlines) and formation of enabling powers of local governmental authorities

Peter has published articles on public financing and is a frequent lecturer on this subject, including IRS audits of tax-exempt loans and health care financings, ranging from system-wide, master indenture, bond financings for major health care groups to tax-exempt equipment lease financings and similar private placement offerings. He has acted as bond counsel in complex public/private financings for economic development projects.

Peter has contributed to the National Bond Attorneys Association's publication, Professional Responsibility of Bond Counsel, and has served as an expert witness in litigation involving the standards of practice of bond counsel.

Peter has been selected as a "Leading American Attorney" and is admitted to practice in Minnesota and New York. He is a board member and fellow of the American College of Bond Attorneys, and a member of the Ramsey County and Minnesota State Bar associations. He also serves on the board of directors of the Minnesota Parks and Trails Council and Gateway Trail Association, and is co-author of a bicycle touring book entitled Biking with the Wind.

Born in Toledo, Ohio, Peter received his B.A. from Yale University and his law degree from Harvard University. He served as a legal officer in the Army and as a law clerk to Minnesota Supreme Court Justice James Otis before joining Briggs in 1966.
