Mr. Serrano was born in Ponce, Puerto Rico, in 1981. His family later moved to San Germán, Puerto Rico, were he attended primary, elementary and high school at Colegio San José. He graduated in 1999, with honors. He then majored in Political Sciences at the University of Puerto Rico, Mayagüez campus, graduating Magna Cum Laude in 2004. While in college, he was a member of the Golden Key Honor Society and Phi Alpha Delta college chapter. He was also a member of the collective of poets and writers known as Poesía Zurde, were he participated in numerous readings and published several poetry collections. Thereafter he attended the University of Puerto Rico School of Law, where he graduated in 2010. He joined the Puerto Rico Bar Association, as well as the American Bar Association in 2011.
While in law school, he was a member of the National Law Student Environmental Association (ANDA), Civil Rights Workshop and coordinated the pilot program for the environmental division of the Pro Bono program started in 2008. He also worked as a law clerk, practicing in areas such as medical malpractice, products liability, administrative law, among others before being admitted to practice in 2011.
In October 2011, Mr. Serrano started as an associate in SA Arizmendi Attorneys at Law, focusing his practice in labor law counseling and litigation.
